Information Blocking & 21st Century Cures Act
The 21st Century Cures Act was passed in 2016 to improve the quality and safety of healthcare by promoting EHR interoperability and information sharing. One of the provisions of this act is assuring that patients have full and immediate access to their health information. As a result, most EHR notes and related documentation must be shared and most lab results must be released to patients upon finalization.

Implementation Delayed: On October 29, 2020, the ONC announced that it will extend compliance dates for Information Blocking and the ONC Health IT Certification Program due to the COVID-19 pandemic. Visit the ONC site for more details
How will Johns Hopkins Medicine respond? Johns Hopkins Medicine initially planned to initiate full information sharing on November 2, 2020. As a result of the ONC announcement, we will delay most changes to information sharing effective on March 25, 2021 to align with the next Epic upgrade. These changes include test result release, clinical note sharing and teen proxy settings. While the federal regulation will be delayed, we did move forward on Nov 2. with sharing of certain data including problem list diagnoses in all specialties. For detailed information about when various changes take effect, please see this summary.
